Background

According to the principles of "issue-orientation, top-level design, overall integration, standard-leading, cooperative sharing, and safety and reliability", reform to streamline the government, delegate power, and improve government services. With the help of the unified e-government network and data exchange platform of China, build a national healthcare insurance information platform by using modern information technology.
Chongqing healthcare insurance public service platform is an important part of the informatization of healthcare insurance in the whole country. The launch of Chongqing healthcare insurance cloud marks the interconnection of Chongqing healthcare insurance online services and data with national healthcare insurance data. With UniCloud as the carrier platform and based on the mature products and comprehensive technical support of H3C Group, Chongqing healthcare insurance cloud was successfully launched, supporting the management of massive healthcare insurance information in Chongqing, and providing the insured citizens with more convenient medical services and better experience.
Challenges
Before the construction of the Chongqing healthcare insurance information platform, the H3C team participated in the pilot construction of multiple healthcare insurance platforms in China and accumulated rich experience in healthcare insurance cloud project.
Based on the previous experience, when the healthcare insurance information platform is launched, the service volume would increase nearly 200 times of the routine service volume. H3C has never encountered such a large volume in the previous construction of multiple healthcare insurance cloud. It is known that on the first settlement peak day after full services switching, Chongqing healthcare insurance information platform stably undertook nearly 700,000 healthcare insurance requests on that day. In this case, it is more challenging for the storage system.

Solution
To handle the challenges of the user solution, the storage system is built to provide the H3C ONEStor distributed storage system in the common service area and core service area. The block storage and file storage systems provide hundreds of terabytes of capacity. The block storage system is used for computing virtualized back-end storage. The file storage system provides the front-end container with the persistence storage capability, and runs the key core components of the cloud platform. In addition, the key logs of the service database are archived in the file storage system. The object storage provides petabyte-level capacity, which is used for a large number of healthcare bill image systems generated in the service system.
The distributed storage system has strong fault tolerance, flexible deployment mode, and high-concurrent carrying capacity. In addition, the H3C team has carried out plenty of stress tests in the earlier stage, to ensure that the platform can carry a maximum of 4 million transactions, achieve full coverage of service increment and guarantee the carrying capacity of the platform after the healthcare insurance data access of all branches in the city.

ONEStor ensures the high stability of data through the multi-copy erasure code redundancy mechanism. When data damage, disk or node fault, or even cabinet-level fault occurs, the service still runs normally. The storage system can handle hardware faults under high service pressure.

ONEStor uses a distributed architecture. When capacity or performance is insufficient, nodes can be added flexibly to meet service increment requirements. The storage system has an auto-recovery capability. When the storage system is in a fail-slow status, such as hard disk aging, the storage system can intelligently discover and handle it to minimize the impact on services.
