"Primary medical service accounts for 95% of the total healthcare system in China, covering community health centers (stations), township (street) hospitals, and village clinics and outpatient departments (offices). With the gradual implementation of the medical reform policy, the scale, the number of medical staff and the service capabilities of primary medical care have been improved a lot. However, compared with all kinds of high-grade hospitals, the bedes availability and cutting-edge medical equipments are still insufficient in primary medical care, and the imbalance between urban and rural area development is prominent.

The hierarchical medical system and medical treatment alliance system currently put forward by Chinese Government are aimed at shifting of high-quality medical resources to primary medical care, thus achiving the resource sharing and improving the primary medical care quality that is currently lagging behind average level. By doing so, primary medical care can gain new power to enter its new development stage. In the Outline for National Health Informatization Development Plan, the Ministry of Health, the People's Republic of China put forward the task of informatization of regional health care. ""Regional health information system is an information application system that includes e-government, medical insurance exchange, community service, two-way referral, resident health files, telemedicine, and network health education and consultation, which accomplishes the integration of prevention and health care, medical service and health management."
