I. Background

In March 2019, the General Office of the National Health Commission issued the Grading and Evaluation System of Smart Services for Hospital (Trial), which clearly stated that smart services are an important part of the construction of smart hospitals. Hospitals should consider the medical needs of patients and use information technologies to improve patient experience, strengthen the interconnection and sharing of patient information, and improve intelligent medical services. Given the current information system construction of hospitals, hospitals need to meet the following requirements to implement smart healthcare.

Convenient and autonomous medical treatment:

Build a patient-centered medical service system to improve patient experience, improve patient satisfaction, and reduce doctor-patient conflicts.

Efficient and secure medical process:

Improve work efficiency and security, reduce workload, and provide precision medicine, to improve the quality of medical services.

Standard and digital management:

Enhance management efficiency, strengthen management, promote refined management, and master various information and make decisions in an accurate and timely manner, to reduce cost.

II. Solution

 

Basic products:

H3C provides complete infrastructures for the information system construction of hospitals, including server, storage, network, security, wireless network, O&M, big data, cloud computing, and IoT services for healthcare.

III. Highlights and customer’s value

Based on the H3C IoE architecture and by virtue of medical ecology, this solution helps hospitals continuously expand their intelligent businesses, improve their refined management capabilities and service quality, and provide patients with a convenient patient experience.

The conventional data center of medical institutions is transformed into a cloud-based innovative center. Relying on the efficiency and convenience brought by the cloudification of resources, this solution integrates the construction of a data governance system to make data available and easy to use. Service managers can make scientific decisions and refined operations, and regenerate applications.

Relying on the digital architecture and the cloud data integration platform of the hospital, the solution is intended to build a digital medical brain, improve the hospital's "smart +" and "Internet +" capability sets, and support the development of innovative services such as AI-enabled diagnosis and treatment applications, one-stop health services, medical consortium construction, and joint reformation for public health services, medical insurance, and medical production-circulation (JRPMM) for universal welfare.

IV. Best practices

West China Hospital of Sichuan University (WCH) is a top-level hospital in China with world renown. WCH can handle a maximum daily outpatient and emergency volume of over 20,000 visits, and it also has thousands of scientific experts conducting medical research. Such a large business volume needs to be effectively supported by a digital platform integrating reliability and agile innovation.

Solution:

H3C planned a “1+N+N” architecture consisting of a portal (1), business platforms (N) and data centers (N) for WCH. With a comprehensive cloud platform, a customizable, unified portal, and a unified management model, it realized the flexible delivery of IT resources, and helped WCH build big data and medical cloud platforms, to meet the current and future 3-5 years of medical information requirement.

WCH’s big data and medical cloud project covered reforms in cloud platform construction, data middle ground deployment, and smart applications. H3C built a complete cloud computing platform using a series of digital platforms and applications. By aggregating its innovation strength in various fields, H3C has realized another perfect practice of solutions by combining cloud, big data and AI Technology.

Effects:

WCH has realized the integration of 9 sets of applications that enable the centralized maintenance of user information and the unified management of permissions, effectively improving the data security and work efficiency of WCH’s cloud. On the basis of ensuring data security, H3C helped WCH to build a comprehensive platform to analyze and process massive application data, so as to build a lake for the construction of WCH's AI-driven research platforms. Meanwhile, H3C helped WCH seamlessly connect data and AI platforms through unified AI services. It helped WCH quickly build medical models, which realized comprehensive visualization and lowered the threshold for AI development.
