In recent years, the information construction work of the health system has attracted great attention from leaders at all levels, and the investment in information building has increased significantly. The CDC (Disease Control Center), health supervision agencies, and maternal and child health care centers have all established professional network systems for management and monitoring. This has largely improved the disease prevention and health supervision system, and strengthened the handling and commanding capabilities for emergencies.

The construction of information systems has achieved better results. Meanwhile, a huge amount of data related to the health care services has been accumulated in the service information systems. However, due to the lack of an efficient data exchange link between the information systems of these institutions, these valuable data was saved separately in the isolated information systems. This has resulted in the inability to communicate and share data among health care sectors.

In the past five years, Yiwu has adhered to the "Hygienic City Building" concept, and constantly increased the "digital health" investment and management efforts. In accordance with the requirements of "integrated planning, unified standards, joint construction, interconnection and interoperability, resource sharing", Yiwu continues to strengthen the connection and cooperation with the Ministry of Health and Health Bureau of Zhejiang Province and focuses on the overall IT construction. This accelerates the construction of health e-government, improves the infrastructure of medical treatment, public health, and community health information system, and establishes a unified and efficient regional health platform. The existing resources are fully used to realize the comprehensive application of basic medical and public health, community health, and other service fields. This comprehensively enhances the ability of health informatization to serve people in urban and rural areas and provides comprehensive information services to protect people's health.

Project overview

Up to now, Yiwu has completed the construction of a three-tier health dedicated network connecting the city, town, and village. The medical and health institutions in Yiwu are connected to the Internet, while the connection rate to the data center of the Health Bureau reaches 100%. At present, the utilization rate of the Hospital Information System (HIS) in the Yiwu has exceeded 95%, basically realizing the use of unified software. Yiwu has established a community health service data center covering both urban and rural areas. The citywide standardized community health service stations also realized the full application of the community health service software and HIS system in 2008. The Yiwu Maternal and Child Health Data Center has been built to integrate the maternal and child health care in urban and rural areas and realize information sharing. As a service project promoted by Yiwu Health Bureau, the Smart Card is widely used in 19 medical and health institutes in the city, involving medical consultation, premarital health care, maternal health care, child health care, orientation health check, health check-ups for farmers, supervision of chronic diseases, and many other medical and health services. The Health Bureau is also working with the Social Security Administration to implement the Rural Social Endowment Insurance reimbursement function with the Smart Card. Currently, the health record storage center and health record indexing center are under construction, and health records of patient visits, physical examinations, health care, and prevention will be shared among hospitals in the city. This can significantly utilize the existing health (medical) information to reduce medical costs and prevent unnecessary tests or examinations and unreasonable use of medicines. In addition, beneficiary services, including regional joint registration and electronic two-way referral, will be introduced.

● Core layer: The core layer is required to provide the Gigabit connection for each service application server and the bottom access switch. Therefore, two high-performance multi-service core switches are required to to form a distributed service processing architecture. This enables the fully distributed processing of services, provides stable, reliable, and secure high-performance L2/L3 switching services, and achieves the adaptive carrier-class reliability design.As the backbone connection and router communication platform of the network, the core layer realizes all aggregated accesses and the routing between different subnets. It is the core for service convergence, transfer, and sparing in the network. Therefore, the core layer is configured with two H3C high-end routing switches 7510E to form a dual-device mutual backup node.

● Firewall module: The Gigabit high-performance central firewall is configured to achieve the security of main links, and the hardware firewall module of the core switch implements network security isolation. The firewall module supports multiple virtual firewalls. Each virtual firewall can be configured independently for different departments. These virtual firewalls can be centrally managed and configured. This saves the investment in firewall devices and simplifies the overall network architecture. The firewall module supports the Virtual Private Network (VPN) function.

● Intrusion prevention system: This system integrates functions including intrusion prevention and detection, virus filtering, bandwidth management, and URL filtering. It can reach down to layer 7 for analysis and detection to block hidden viruses, worms, Trojans, spyware, DDoS, and other attacks and malicious behaviors in the network traffic. Meanwhile, it can effectively manage various P2P, IM, and other non-critical service distributed in the network to comprehensively protect network applications, network infrastructure, and network performance.

● Router: The router interconnects the internal network with the WAN, supports common routing protocols such as static route, Routing Information Protocol (RIP), and Open Shortest Path First (OSPF), and supports the Network Address Translation (NAT) function.
