To achieve the 2010 energy-saving and emission-reduction targets, it is urgent to establish and improve three systems: a scientific emission reduction indication system, an accurate emission reduction monitoring system, and a strict emission reduction assessment system. The construction of an automatic monitoring system for pollution sources and the automatic monitoring of the pollutant discharge of key national enterprises under monitoring are an important part of the construction of the "three major systems" for emission reduction. The system can provide strong technical and data support for daily monitoring of environmental protection, remote command and decision-making for the processing of sudden pollution incidents, and expert consultation. It greatly improves the efficiency of environmental protection information collection, transmission, and application.
To strengthen the ability of environmental protection departments to monitor the emission reduction of major pollutants from pollution sources, as well as the ability to transmit, process, analyze, and apply the basic information and automatic monitoring data of key pollution sources, environmental law enforcement and public reporting and complaint information data, environmental protection departments at all levels have begun to build pollution source monitoring centers, and the Ministry of Ecology and Environment has taken the lead in establishing a nationwide online three-level system for automatic monitoring of pollution sources.
