Kazakhstan, Astana, October 31, 2025 – The second Kazakhstan Forum of Strategic Partners was successfully held at the Palace of Independence in Astana, with President Kassym-Jomart Tokayev attending and delivering a keynote speech. As a strategic partner of the Ministry of Science and Higher Education of Kazakhstan, Gary Huang, Co-President of H3C and President of international BG, was invited to attend the event. Representing the ICT industry as its sole delegate, Huang shared H3C’s innovative digital education solutions with ministers of education and presidents of world-leading universities.
Huang emphasized that H3C will leverage its technological strengths in computing, storage, networking, and cloud to accelerate the digital and intelligent transformation of Kazakhstani universities, building a future-oriented educational ecosystem. The forum, as a national-level high-profile event, gathered presidents from top global universities, international experts, and technology leaders.

Digital Empowerment: Advancing Education Modernization
With the rapid advancement of AI, big data, and cloud computing, the global digital economy continues to expand, making digital transformation a core driver of progress in education, research, and industry.
At the forum, Huang stated, “Digital transformation is no longer an option but a necessity for the education and research sectors. H3C is committed to advancing the digital upgrade of education and technology. In Kazakhstan, we are helping modernize universities through smart campus solutions and AI-powered data centers, supporting the country’s vision to become a leader in digital education and technological innovation in Central Asia.”
By far, H3C has assisted multiple universities in Kazakhstan in building core digital infrastructure and driving their digital transformation. Kazakhstan is not only benefiting from digital transformation but is also emerging as a regional leader in it.
AI-Driven Collaboration: Building the Kazakhstan–China National AI Education and Digital Innovation Center
During the forum, H3C and the Ministry of Science and Higher Education of Kazakhstan signed a Memorandum of Strategic Cooperation, pledging to deepen collaboration in education digitalization, AI application, and ICT talent cultivation.
Huang remarked, “This partnership will not only accelerate the digitalization of Kazakhstan’s education system but also integrate AI across teaching, research, and management processes, reinforcing long-term cooperation between China and Kazakhstan in education and talent development.”
Under the agreement, the two parties will jointly establish the Kazakhstan–China National AI Education and Digital Innovation Center. The center will connect universities and research institutes through smart campus infrastructure, data centers, and digital learning platforms, promoting AI-driven collaboration in teaching and research. It aims to nurture high-level digital talent, accelerate the implementation of scientific outcomes, and serve as a benchmark for digital education and research cooperation in Central Asia.
Huang emphasized, “This center will not only serve Kazakhstan but also benefit the broader Central Asian region. By leveraging AI and big data, H3C aims to help position Kazakhstan as a key player in global digital education and technological innovation.”
